I think this will solve more than just America’s national debt problem, it will solve much more
….like solving the forest fires that wreak havoc every year! Quite a few dollars to be had there.
Good idea, except…
1. You will spend far more money trying to catch these idiots than you will actually collect from them…
2. If you succeed in catching them in significant numbers and raise the fine to $X.xx then they will STOP doing it, but Congress wont stop spending the money…
Funny thing but the biggest "Profiteers" from smoking are the State and Federal Governments, who are now crying about all the successful smoking ceasation programs because they aren’t making as much money off tobacco as they used too.

Ooh, I know! Put RFID tags in every cigarette sold and tie them to the purchaser’s identification at purchase! Pick ‘em up, scan ‘em in, fine ‘em! LOL!
This also aggravates me to no end. I use the analogy "how would you like me to just throw my mountain dew can on the ground when i’m done with it? or my empty chip bag?"
Since it appens to me whan I’m on a motorcycle – I use the analogy, "how would you like me to toss a molotov cocktailinto your lap while you are driving
I hear you. I moved onto a somewhat busy road and am amazed at the things that people throw out their windows. I thought littering was illegal. I’ve found dirty diapers, half ate fish, and coffee filter and grounds. It’s like people leave their homes to throw stuff out on the way to work. And into people yards non the less. And I leave in a nice area! People can be very thoughtless.
Well, I prefer ski-rack mounted missle launchers to fines, but I could go for it. Every police department and municipality in the country would be out in force the next day, writing up people who think the world is their ashtray.
